El río Xibi Xibi es uno de los tributarios del Río Grande de Jujuy y pertenece íntegramente a la jurisdicción político administrativa del Municipio de San Salvador de Jujuy, recorriendo aproximadamente diez kilómetros desde su naciente hasta su desembocadura. El centro histórico de la ciudad se encuentra en adyacencias de su margen izquierda y puede afirmarse que fue el primer cauce fluvial de la misma que sufrió los efectos ambientales de la colonización. Su singularidad responde a que atraviesa la ciudad de Noroeste a Sureste, por el centro comercial y administrativo.
El ecosistema de este río ha sido impactado progresivamente por la acción antrópica, desde el desmonte de las zonas aledañas, continuando con el vuelco de aguas de desagües domiciliarios y los filtrados de cámaras sépticas. Mas recientemente se sumaron otras, como la descarga de efluentes de establecimientos productivos y el constante aporte de residuos sólidos urbanos a sus márgenes. A pesar de las numerosas normas que se refieren a su conservación, las improntas de la conducta ambiental inadecuada de la comunidad siguen condicionando el deterioro de su ecosistema.
Este trabajo procura realizar un diagnóstico explicativo de la problemática evidenciando las relaciones y conductas que deterioran la microcuenca. La metodología considera un sistema inicial para el área de estudio continuando con el análisis de los elementos componentes de cada subsistema y de sus interrelaciones, confección de matrices con datos de los subsistemas componentes y elaboración de una síntesis de los aspectos a someter a una planificación estratégica.
Los resultados obtenidos de la aplicación del enfoque sistémico a la problemática son muy satisfactorios ya que amplían el espectro de la observación pero a su vez facilitan la síntesis final.
Con el análisis planteado se ponen de manifiesto: Interacciones negativas entre el Subsistema de Valores del Hombre y el Ecosistema por la no correspondencia entre los instrumentos legales; interacciones negativas entre los subsistemas de Actividades del Hombre y Espacios Adaptados, con el Ecosistema; necesidad de participación de diferentes actores sociales en la problemática y carencia de Educación Ambiental de los actores sociales.
ABSTRACT
The river Xibi Xibi is one of the tributaries of the Big River of Jujuy and belongs completely to the political administrative jurisdiction of the Municipality of San Salvador de Jujuy, covering approximately ten kilometers from its east up to its mouth. The historical center of the city finds in adjacencies of its margin left side and there can affirm that it was the first fluvial river bed of it that suffered the environmental effects of the colonization. It is singular as it crosses the city of Northwest to Southeast, for the commercial and administrative center.
The ecosystem of this river has been impacted progressively by the action antrópica, from the deforestation of the bordering zones, continuing with the overturned of waters of home wastepipes and the leaked of septic cameras. More recently others joined, as the discharge of effluent from productive establishments and the constant contribution of solid urban residues to its margins.In spite of the numerous norms that refer to its conservation; the stamps of the environmental inadequate conduct of the community keep on determining the deterioration of its ecosystem.
This work tries to realize an explanatory diagnosis of the problems, demonstrating the relations and conducts that spoil the microbasin. The methodology considers an initial system for the area of study, continuing with the analysis of the elements components of every subsystem and of its interrelations, dressmaking of counterfoils with information of the subsystems components and making of a synthesis of the aspects to submit to a strategic planning.
The obtained results of the application of the systemic approach to the problems are very satisfactory, since they extend the bogey of the observation but in turn they facilitate the final synthesis.
With the raised analysis, it is made clear: Negative interactions between the Subsystem of Values of the Man and the Ecosystem for the absence of correspondence between the legal instruments; negative interactions between the subsystems of Activities of the Man and Adapted Spaces, with the Ecosystem; need of participation of different social actors in the problems and lack of Environmental Education of the social actors.
