El presente artículo analiza la evolución de las redes de protección social en América Latina y los cambios que ha sufrido la política social a partir de las reformas estructurales. Para ello, se analizan las formas de intervención estatal en el período previo a las reformas y las transformaciones que se fueron produciendo desde 1980 hasta la actualidad. Posteriormente se analizan las características que poseen los programas de transferencias condicionadas y si constituyen o no una red de protección social. El artículo concluye con una propuesta acerca de los cambios que se asume habrá que realizar para consolidar redes de protección social de carácter incluyentes.

ABSTRACT
The present paper analyze the develop of social protection networks in Latin America and the changes in social policies from the period of structural reform. For this, the article analyzes the forms of intervention that the state have before the reforms and the transformations from 1980 at present. Them the article analyzes the characteristics of the conditional cash transfers and constitutes a real social protection network. The article concludes proposing the importance that consolidations of more inclusive social protection networks have in Latin America.
