Este trabajo analiza las leyes aprobadas en la Cámara de Diputados de la Provincia de Entre Ríos desde 1999 hasta 2007, es decir, durante dos períodos de gobierno. El objetivo principal es observar la participación que han tenido los diputados en los procesos de toma de decisiones. En primer lugar, se exhiben los niveles de “disciplina partidaria” a través de las votaciones nominales efectuadas en esta Cámara. En segundo lugar, se observa la participación de los legisladores en los procesos de toma de decisiones a través de la sanción de leyes, la modificación de proyectos del poder ejecutivo y, finalmente, el tratamiento de los vetos interpuestos por el gobernador. Se argumenta que, a pesar de que el sistema institucional provincial favorezca la concentración del poder político en la figura del ejecutivo, los diputados tienen margen para desempeñar un papel importante en los procesos decisorios.

ABSTRACT
This paper analyzes the laws passed in the Chamber of Deputies of Entre Ríos province in two periods of government: 1999-2003 and 2003-2007. The main objective is to observe the involvement they have had the member of this Chamber in the decision-making processes. First, we show levels of «party discipline», focusing especially in the nominal votes produced in the Lower House. Secondly, we observe the role played by the legislators in the decision-making processes through the adoption of legislation, the changes made in the laws projects of the governor and eventually treating interposed vetoes by him. It is argued that, although the provincial institutional system favors the concentration of political power in the figure of the executive, the members of parliament have chances to play an important role in decision making.
